A hate crime is defined by the FBI as a “criminal offense against a person or property motivated in whole or in part by an offender’s bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.” The State of Illinois Police (I.S.P.) and Federal Bureau of Investigations (F.B.I.) have specific reporting guidelines for Hate Crime data. Due to the Naperville Police Department’s proactive stance on this crime type, data presented on the Open Data Portal may differ with what is reported through ISP and the FBI.
